Changing the Content

Who are making and changing the rules . On Eurosport I recently watched a WDSF Grand Slam Competition from Stuttgart Germany. In the final in the V. Waltz the competitors seem to have permission to introduce moves which I thought would be regarded as illegal. Come now WDSF a Double Reverse Spin into a Throwaway Oversway in the Viennese Waltz. It didn't stop there either. In other dances , the Tango. It wasn't the Tango that I know with that running group of steps.
To me it appeared like a traveling circus, or Dancing With the Stars where they alter the content of their dances more to suit the audience than to dance with the correct technique.
