Footwork Bolero

I saw different variations how to perform the rise in the basic steps of Bolero. There is a strong rise on step one. Is this rise only done by straightening the leg and the body or is there a footrise also - resp. to the balls of the feet?
Are there different opinions about this topic out there among top couples?

I've been taught to keep my heels on the ground and simply rise with the straightening of the leg. If you try to rise like you would in waltz, you risk losing your balance.
