How to price secondhand costumes

Hi,
I'm new to ballroom dance and was thinking about competitions in the future and purchasing costumes etc...how does one know what a fair price to pay is for a costume especially when purchasing second hand?
i.e. what qualities about the garment should one consider in the offer to purchase?

A few things to consider:

1) Is it still in style?

2) Is it clean?

3) Is it in good repair?

As far as price goes, that's a touchy subject. I use a formula: I subtract 10% of the price of the dress every time I wear it. But that's just me -- I tend to think that there are a lot over overpriced used dresses out there.
