Can't give an exact answer but I'd check with your local community centers and University/Colleges. Many have inexpensive group classes.
I would prefer the University/Colleges over the community centers as they might have student clubs offering levels courses. This would allow you to progress. Unfortunately community centers are often dead-end short courses. What you learn in an 8 week course is forgotten in week nine. Check with the student societies.

My wife and I just attended the Nanaimo Island Fantasy Ball this past weekend. Alain Doucet and Anik Joliceur (current World 10 Dance Professional Champions) demoed with their cousins Jean Marc Genereaux and France Mousseau. The performance was incredible. I've seen them many times but this was special.
Alain danced a foxtrot with both ladies in line and at the same time.
They teach at the BYU dance camp.
