I am puzzled about the next step mentioned.. Because I only knew swivel is one step turning on standing ball with foot flat , other foot may in CBMP w/w or other position .
Is the next step the first step of following figure ?Is it necessary to do like that ? Did the rule change now ?
In Fabio lesson clip , I noted lady 's outside swivel followed by quick left turn : the left foot, w/w , was shaped far behind the right foot , then quick curved forward 3 steps around the man's left side , LF, RF , Lf, then long backward 2 walks keeping the body connection as well as the last step on quick turn. toward the center...

Where did you find this?

I don't think it has anything to do with the outside swivel figure in tango, or really with tango at all.

Instead, it seems to be a description of the foot swivel action (of both feet synchronized) that occurs as part of the turning technique used by the person on the outside of a turn in something like waltz. (Natural turn - man's feet make most of their turn only after step 2 is placed, when lady is moving forward she makes most of her foot turn only after step 5 is placed)

In contrast Tango places feet already turned to the new alignment, or turned as much to it as is comfortable, with the remainder to be made up on arrival.
