You do not need lots of muscles. After a while of training you will have the strenght you need. What I can recommend you is Yoga - this gives your body strength and flexiblility. Stiff muscles are not what you need for dancing. Many beginners try to replace techniques by muscles - this is not very useful.

You don't say what age you are. You do have the advantage of long legs.
Join a gym and ask one of the technical advisers there how to develop muscles for ballroom dancing. you don't need huge bulk (as weight lifters have)but you need suppleness, flexibility and a certain amount of strength, especially in your legs.
Suitable training machines would be: the climber, an elliptic cross trainer; various arm and upper trunk machines. I believe for muscle bulk you need to 'move' high weights. DON'T do this. Go for low weights and large 'repititions'. And be patient.

Anonymous. I'm serious. Look for a Bikram Yoga Studio. Most people still believe, that Yoga is a kind of meditation for the elderly. But there are so many different types of Yoga and most people never tried Yoga and so never made the experience, how much a person can sweat after 1.5 hrs of Bikram Yoga. Ballett and Yoga are almost the only disciplines where you will train your strength, flexibility and coordination (mainly balance) at the same time http://www.bikramyoga.com/. It will treat your body from Head to Toe. Furthermore when you know the exercises you can also do them at home. I can promise you, if you follow Bikrams instructions for a few months, you will have more strenght in your arms, legs, abdomen and back than most of the dancers ever had. Additionaly you will get a wonderful flexibility of your spine, which makes many things easy when dancing.
