Developed heel leads

I am having a time with developing a heel lead..rather then just starting with my heel.

I an trying to acomplish this going forward in the tango. As lady I an Ok with a backwards heel lead as I have them all over the place, yet I cant seem to reverse this thought going forward. I find it especially difficult when there is a quick change of direction..ie the five step.

Can anyone discuss the technique of this step? I understand it starts with a flat foot,ball to heel, but not sure!

Could you clarify your definition of a heel lead?
I ask because the terms you use in your post.

A heel lead is a forward step where the heel of the foot is the first to touch the floor, followed by the rest of the foot, as the weight of the body is transferred.

Footwork technique for the Tango (whether Argentine, American, or International) is very specific, and involves detailed use of the inside and outside edges (of the heel, the toe, and ball of the foot).

Ok I will try.
Specifically, I am speaking of international tango. So lets look at a promenande postion... forward step.

Now I could simply stick my foot out there to arrive on my heel, or I could "develop" that heel lead, by say starting with my foot flat on the ground and brush the floor, maybe push off with my supporting foot to arrive at my heel...

I dont know or understand the correct technique so my previous statement is not a statment of what one should do, but rather a question as to what is the correct technique to do.
