Pivot turns & cha cha walks

What level of a learning syllabus in waltz and foxtrot does an instructor teach pivot turns. Is it a silver or gold level?

Also, what level is the cha cha (4&1) when it is done with a swivel action in forward and backwards walks. Or is that how it should be taught from the beginning. Since I have started cha cha I just cross my forward leg over the opposite leg.
