State your terms (floor fee), policies, floor size, location, parking, etc clearly in you communication. Pictures, floorplan, even little video... anything to give a good impression, but it needs to be accurate too.
You can get contact info for registrants of organizations like NDCA, you could simply contact everyone who is local with a presentation of what you offer.
You could could organize a regular late-night or daytime free practice time for pro couples. You can even say you will charge a nominal fee for those who don't teach for you, but that it's waived for the first month to encourage couples to try it.
Getting people from out of town to relocate is harder, you might start by offering top teachers a guest residency package (certain number of lessons, airfare, lodging over 1-3 days) - if you can get someone doing this periodically it may get the word out to more mid-level teachers who might relocate that you are a good market to consider.
Normally studio provided students are taught through the studio (even if it's an otherwise independent teacher) but you could always recommend a teacher to some student on independent terms as an incentive to that teacher.
Don't be possessive. You will do better with independent teachers if it's clear that you are not troubled if they also teach elsewhere. Then you get them to do the majority of their teaching on your floor by being a better place to work than elsewhere.
