Yes, but it doesn't have quite the same action of turning from the heel of one foot to the ball of the other, it is more stepped through in the character of tango, with the turn made more in the alignment in which the feet are placed than in rotation on the floor after placing them.

I guess the general description of the heel turn given in the introduction in howard just doesnt apply to tango. This would fit with the term heel turn not being used in the description of the tango figures. But I'm surprised that there is nothing in the book that makes a point of this (maybe I have missed it). Strikes me that the subject of how tango character influences the various elements of technique could be quite an interesting one.
