to teach ballroom dancing do you need a special licence and diploma or can anyone teach?

In the USA at least, anyone can teach. However, the better teachers usually go through an examination system, often the US-ISTD (US branch of the Imperial Society of Teachers of Dancing) or the US Terpsichore Society. Some American-style teachers in the US are now getting certified through DVIDA (Dance Vision something-or-other).
