Scholarship program dilemma...Help!!

My daughter has won the dance sterling scholar for our school. It is quite an honor and means that she will be able to compete against schools in the region and could go on to state. When you win region or state sterling scholar your scholarship possibilities are greatly increased. Jade has been a ballroom dancer for 6 years and is trained by a high quality ballroom coach. She has competed and placed in cha cha and rumba/samba at BYU which is the best place in the area to be performing. Now she is told that the only way she can compete in region is to do a solo. As if that is a possibility. I am trying hard to get their rules changed but I feel like I lack the ammunition I need. What can I say to convince the sterling scholar committee that they are greatly handicapping my daughter by not allowing her to perform with a partner? They have never had a ballroom dancer as a sterling scholar before.
