The inside/outside of turn difference really only applies as an intent to the first step, though the second steps will be different as consequence. There's little difference between the partners on the third step.

In a foot closure turn the third step doesn't really feature moving, beyond full arrival of the body over the position marked by the foot on the second step. But when the foot passes for the third step, both bodies move - and move the same amount.
