In actuality it's a unit of notational convenience. Non musicians often think it's the next important division larger than a beat, but it's often chosen as a unit that makes the page readable, so for example the important super-beat unit might be two measures in many cases.
Similarly, a time siganature is an indication of how the beats relates to the measures, but is chosen as much for notational convenience as for the way the music should be performed. Many time signatures are actually notational shorthand for what is to be performed and are not to be interpreted literally - much 6/8 and 3/8 (not fractions, just seperating numbers) are performed as 2 and 1 respectively.
