As a practical measure, go to group lessons. Most group classes rotate partners frequently and usually use some arbitrary method of rotating so you dance with everyone in the class. You don't have to ask anyone to dance or wait to be asked. Many group classes last a month or more, so you have a chance to get to know your fellow students gradually.

A good ice-breaker is "How did you get interested in dance?" You'll hear some interesting stories and you can share yours and, voila, a conversation has started.
