"Where can I find out the steps in the American smooth syllabi for the silver levels?"

There is no single american style syllabus. You can find the step names (only) by looking on the website of the organization whose list you are intersted in - NDCA, USISTD, DVIDA, (for AM and FADs you may have to take lessons with their teachers).

To actually get descriptions of what the names mean, you'll need to buy a book from the organization or take some lessons.
