Now you mention it.. I think it was.. at that time, the tango that Henry and Len had developed, was not really in vogue ( if memory serves me ) until the mid 40s..(I spent the war time in the North )..

It is hardly worth mentioning, but the obvious exception to any claim that CBM is used to initiate all turns is that of turns that begin on a step where one or both partners has the moving foot on the wrong side for body rotation in the direction of turn to qualify as CBM.
