I agree with Phil... live classes and/or lessons is definitely the way to go. Video or DVD instruction is a great supplement to lessons, but rarely useful as a lone source of instruction for someone just starting out.
Unless you're in a remote area of the Gobi desert, there is probably a studio somewhere in your area offering some group classes. If not, there may be a college or community center, or at the very least, an individual teacher. Let us know where you live, and we can try to help you find something.

As for DVD's: They haven't quite caught on in the ballroom dance world yet. If you still have one of those things we used to call a VCR, there are plenty of options. The best selection, as Ralph mentioned, is at dancevision.com. They're a bit pricey, but the quality is good.
