Argentine Tango is entirely different than American or Int'l tango. There is no offset; you dance toe to toe. The body connection is through the chest; often there is no lower body contact. YOu look at each other, especially at the other's chest. Altho every step is led, the follower has the option of embellishing with a variety of "adornments". In Ballroom the leader often will take an extra step (e.g. when going into shadow), but in AT there is much more extensive use of "cross system" where both dancers step with the left or right foot at the same time. You can dance it to slow or fast music, to 4/4, 2/4, 3/4 time or whatever. It's weird and wonderful. And the music is like no other.
