In Moore this passage describes a level walk only. Various modifications to foot timing must be made for both lowering and rising versions to accomodate the swing. This is most clearly illustrated in the differing footwork of the forward partner, while the backward partner's footwork doesn't formally change, the fine timing does adjust to match.

Dancefad. That is the big question. Think like this. When you hear a comentator say they are beautifully together they are more likely to be talking, about not body contact, but moving footwise together. For what it is worth , and I say this bearing in mind that dancing is not a science but an art.On a heel lead and a slow I try to lower my toe to the floor just about the time the ladies leg is passing her supporting foot. At the very least I try to be aware of what is happening at that point.
