Not formally when leaving step five, no, because the footwork does not end with heel - it is T only for the ordinary weave, or HT for the feather finish or lowered weave cases, so the last element given is toe. A toe release action only formally follows a step that ends with the heel on the ground.

However, no one is likely to fault you if you let your heel touch the ground as you retract that foot.
