The hands will move in very nearly exact coordination with the shoulders, so you shouldn't need to put them in a position inconsistent for any figure. However they are connected to the shoulders by intent, not by arm muscles - they aren't locked, they simply float, holding the parnters. If they end up in the wrong place, the body moves to match the hands.
