You are going to generate endless confusion if you refer to the prep step as the first step - you need to call it the prep step, step 3, or step 0, associating either the cardinal or ordinal "1" with it is verboten.

There is a lowering action between the prep step and step 1 in all of the swing dances. There may be slight variations in it, but its grossly similar across the board. There is not a lowering action between step 1 and step 2 in any characteristic swing dance figure.
