Linear movement in Waltz

Some good advice on choreography in the Waltz. To many passing steps or chasses which are all linear is not the way to go. There has to be Spins or Pivots into a line or shape. Some seem to think that the first around the floor is the winner. Continuously shapes and
spins is as bad as too many linear movements. I wonder if there is a recomended percentage, like four bars moving, and two bars shape or pivot or, spin into a shape. Not my idea just part of a comments from an IDSF
