It's possible that you are playing music designed for international-style waltz and rumba. They are both slower than the American-style dances. Most dancesport CDs do use international timing.

If you look under "Learn the Dances" on this site, the info for each dance indicates the typical BPM for each style.

I think I remember seeing some CDs for American style at dancevision.com.
