Junior developement

How come some countries can produce so many world class dancers. I dont think talent is exclusive to any one nation. It is oportunity. Help at a government level to keep the cost to a minimum for the individual. Facilities. I wish we had some of those Ballet training places we often see in movies. The bars , the mirrors and decent floors. I would imagine they are available also for ballroom dancers. And always the most important of all is junior developement. I can only write about where i live. The whole cost is with the parents. Untill Junior developement are on their own I cant see any government giving money to a Professional to help make them richer.
In other words and it doesn' t matter where you live without an organised junior developement we will always be running from behind.
