Reading from a book be carefull

Learning from a book. IDTA Technique Book. Rumba. The time signature is 4/4 with the pedominent percusive accents associated with the 4th beat of each bar.( This is the part which must be understood ). Quote. The dance should be started by taking a step of the 4th beat of a bar of music......The first beat which is one is not a step. It is a hip movement only.
If this is not read correctly there is the mistaken likelyhood of also taking a step on beat one and that is not what it says
With the changing music being played there is the possibility of a tune being played that does not have the pecussive beat on four. Chris De Burgh's Lady in Red does. On the same album Tu also. But not Love Walked In.
