Looking a bit closer at those steps in the Reverse Turn International Style Foxtrot danced by Marcus Hilton. It becomes apparent that if that second step is allowed to go backwards it will cause the lady to lead with her left shoulder and side as she is trying to bring the LF to the RF on the Heel Turn. I wonder if that is the reason many ladies say I am being pulled of my step. Then after a while not knowing any better put up with it.
