I'm no expert by any means so this is just an idea.
It sounds like a big mess. I can't imagine having everyone dancing all those styles in the same room at the same time. The 'etiquette' sounds more like round dancing where everyone is doing the same dance. Ballroom does tend to work along a line of dance with people moving in and out of sometimes an oval but not always and it's more common in Standard which not many people dance socially in America.
If it was working before go back to it. If that is an impossibility then do as the Argentine Tango dancers do. If you are moving in the line of dance (Ballroom and Country Western dancers) stay to the outside. If you are doing intricate footwork or tricks that don't progress down the line of dance (line dancers) stay inside the oval. The real problem will be how much that inhibits your ballroom dancers from being able to put together intricate patterns.
