Many colleges have courses in ballroom dance for credit and are very active in competitions. In this case finding a new partner wouldn't be difficult. Other schools may only have social clubs for dance usually for swing and/or latin and some students compete while others don't.
If you want to keep dancing with your current partner, find a college nearby. If your partner is not yet college age, check with the dance instructor about the rules and regs of college comps.
