This is what I would do.

As a practice piece before a lesson, competition , or just practice. I would by this time I hope have a good setup between myself and my partner. Starting with a Open Impetus in Waltz Time International style. Into a Reverse Weave finishing in promenade for a Syncopated Chasse. And back into the Impetus Turn and Repeat. Now comes the test. Am I in exactly the same setup position that I started with. If not, why not. If I find I am not, I wonder where I will be after the next sequence, and the next. The more ambitious might try a Turning Lock in place of the Open Imputus. The message here is do something simple and keep practicing it untill it is perfect. Use the same piece over and over.

Since the weave is all quicks,to do a heal drag on step 5 would most likly slow the natural progresion of the movement.

Not formally when leaving step five, no, because the footwork does not end with heel - it is T only for the ordinary weave, or HT for the feather finish or lowered weave cases, so the last element given is toe. A toe release action only formally follows a step that ends with the heel on the ground.

However, no one is likely to fault you if you let your heel touch the ground as you retract that foot.
