Alignment of shoulders

In the Waltz NT and Fox feather step it seems that the lady start her shape sooner than the man due to "I believe" her head weight being over her left heal causing her to tilt left changing the relative position of their shoulders . In the FSP the top part of the ladys body moves further into the mans right arm,but does the man extend his right arm to allow this to happen?

The man should always allow for enough room for you to be in proper position. However, the amount of room should not be great so that you slip into "armpit" position. (Where your hips fall outside of each other and your right armpits try to reach each other.)

There may always be a need for slight changes of relative position, but most visible changes are a result of not creating the correct rotational stretches in each body - you want to change the relationship of your own top to hips and feet, not your top to your partner's.

The man dances the line and shape into a wing so I would think that the lady would have to follow the man's line and then extend if there is extension for her in a wing? In a running weave the lady would match and enhance with her head the mans sway if he chooses to sway to the right,but she would still have to dance over her own feet?
