Everytime if I read something on this site I try to start from a position of complete ignorance and not to have anything presupposed before looking at a tape or DVD. Its amazing what you can see from a competition or demonstration tape. For instance top professionals the leading foot clear of the floor on Locks in Cha Cha. I used to do my uppermost to keep contact with the floor. Then when I read, I find as long as the step does touch down it must be conforming to the correct technique. It is how it touches that counts. What I am seeing is contact with the floor which than becomes like a flick this is on the step in as well as out of the Latin Cross ( Lock Step )I suppose we should remember that competitors or their teachers can write their own rules.
