Is it normal that a 50 minute private lesson costs 60 US dollars??? Are all studios in the LA area so expensive?

if the teacher is good, that is cheap. it's not uncommon to pay more for lessons with a teacher who is merely a trainee.

Where I live, San Francisco Bay Area, a 45-minute lesson with a very good teacher will run $65-$75.

Sounds like a pretty good price. I've found a good rule of thumb is that a dance lesson costs about the same as a massage in most areas.

$60 an hour is standard here in Canada however some instructors are flexible. Sometimes you can get a discount if you pay for 10. If $60 is really out of your price range explain that to the instructor, some would rather lower their rates than lose you forever.

Its not necessarily out of my price range, it is that I have come to the conclusion that , for example, my teacher who is no more than 20, charges nearly the same as a renowned ballroom teacher. And I doubt price is negotiable because it is set by the studio owner; many people desire to take ballroom in Los Angeles

I agree with Juice23. Shop around. Try different studios. The prices are all going to be in about the same range, so try to find the best instructor you can who you really connect with on a learning level. Different people have different teaching styles, so find someone who works the best for you.
