VW: Do what during the slow music?

New dancer here. So, classic viennese waltz like the Blue Danube: what do people do during the slow bits at the start? What about the slow parts in the middle? Just about got my VW basic up to speed but the variations in tempo now have me baffled.

Normally the music at Ballroom dances is consistent during each song. But when they play a song with multiple tempos. Dancers switch dances. if they slowed a VW down to regular Waltz speed, they would switch to Waltz. band Sunday did that, it started at close to VW speed and slowed down, so we switched to regular Waltz.
