some teachers count west cost swing as step1, step2 triple3&4, triple5&6 but other teachers count as step1, step2, toe touch3, step4, triple 5&6.
is this just variations? or both acceptable or what???

They are just two different versions of the basic. The second one has a movement called the "coaster step" for the ladies. The first is taught often to beginners because it is a little bit more regular and symetrical than the second. I personally like the second one better, and I think that anyone above a beginner dancer should learn it.

The 2nd count is the Coaster, which has been abandoned by many in favor of the " anchor " variation, your 1 st count.
