partners who are willing to relocate

My friend would like to have a partner and she found people who will relocate to America but how does this usually work? As far as prices and where they live. She isn't sure what is the propery way to do this so I am trying to find information for her! Any advice or tips would be greatly appreciated!

One has to apply thru immigration for the specific type of visa-- work or visitor .
If for work, they will have to meet certain criteria .Guarantees have to be met by the employer .

Other alternatives include, mariage and family who are resident .

Work permits are difficult if not in a skilled field .
