I heard in standard dance, the moving foot should not lift up from the floor, but should slide or drag along to provide more stability. Is this true?

The "operative " word is Skim.

This of course in the " swing " dances... Scrivener was of the mind that there is clearance to some degree, noticably more in f/trot and Q/step .
