While learning Night Club Two Step (NCTS), the instructor(s) guidance for the rock step is to place the ball of the moving foot behind the heel of stationary foot, (i.e. 5th position break). I found some of Buddy Schwimmer's materials online. As I understand his information indicates the rock step should be a backward step so as not to cause the frames of the partners to turn open to each other.
